“Umar ibn al-Khattab understood the punishment prescribed for stealing in the Quran, yet never cut a hand in the year of the famine regardless of the clarity of the text. Umar did not do this in contradiction to the Quranic text, rather he did it out of obedience and understanding and comprehension of what's in it and perceiving the soul of the Shariah (Islamic law) over the text.
